Vulnerability Assessment
The City of Cocoa Beach, like many coastal cities in the State of Florida, is becoming increasingly vulnerable to the effects of sea level rise (SLR), specifically coastal flooding. The City recognizes that both near term and future coastal flooding has direct impacts on residents, business and stakeholders throughout the community. To remain resilient in the face of these inevitable changes, the City of Cocoa Beach has initiated a Vulnerability Assessment (VA) to identify areas under City jurisdiction that are vulnerable to the future impacts of SLR, storm surge, and coastal flooding.
The city is working in partnership with the Florida Department of Environmental Protection (FDEP) to ensure the VA follows FDEP’s standard processes to meet the requirements of Florida Statue, 380.093. Successful completion of these requirements will make the City eligible for future grant funding through the FDEP Resilient Florida Program to implement projects to address the impacts of flooding and SLR.
Following FDEP guidelines, a Community Awareness Plan (CAP) has been developed and to outline strategies to inform the public of the VA process and seek input from the community on priority areas where flooding is occurring. Residents and local businesses owners are encouraged to participate in the VA process by completing the survey below, providing input at community engagement workshops, and attending city commission meetings where updates will be discussed.
The VA team will first identify and spatially reference all of the City’s critical assets such as roadways, municipal facilities, and other infrastructure. Thereafter, various SLR, storm surge, and rainfall scenarios will be modeled to assess the vulnerability of critical assets to flooding. Thereafter, adaptation strategies and capital improvement projects will be recommended.
This project is funded through a combination of FDEP grant funding and federal American Rescue Plan Act (ARPA) funding.
