Parking Citations
You can pay it, appeal it, or request a hearing within ten days. After ten days late fees are added. If an additional 10 days a further late fee is added. If the citation still has not been paid, further collection action will occur.

When Appealing about a citation for non-payment, please include how you paid the meter - coin, credit card, or mobile app. If you used a credit card, give us JUST the last 4 digits of the card you used.

Parking Citations
The City of Cocoa Beach does not grant payment extensions. A payment must be received within 10 days of the date the ticket was issued. Otherwise, late fees will be added, which often double the ticket fine. Additional collection fees can be added if the ticket remains unpaid after the initial late penalty is assessed.

If you have fewer than five delinquent tickets, your vehicle will not be booted or towed. Per City Ordinance Number 1502 your vehicle will only become eligible to be booted or towed if the vehicle has five or more delinquent tickets.Parking Citations

Our system is not perfect.
However, there are only a limited number of reasons a citation can be dismissed by an appeal: clerical errors, payment issues, or medical emergency.
What are examples of clerical errors?
- The vehicle make is incorrect
- The license plate number is incorrect
- Errors made by citizens/visitors while paying for a parking session.
What’s not considered a clerical error?
- If you did not see a sign or misunderstood the parking signs.
- If you did not properly display the correct decal, permit or receipt.
If your citation contains a clerical error please file for an appeal within 10 days of the citation issue date. To file an appeal please go to Cocoa Beach RMCPay, please provide as much detail as possible, especially your method of payment - coins, credit card, or mobile app.

Appeals are processed on case-by-case basis in the order they are received. We make every effort to resolve appeals within 24 business hours. Please be aware that if your case needs further review it may take longer to resolve the appeal. Appeal decisions will be emailed to the email address provided.

After your initial appeal, you can request a hearing with a County Court Judge within 10 days of the citation date. In order to do so, you will need to fill out a Request for Hearing form and have it notarized. Please note, the form must be received within 10 days of the citation at the Cocoa Beach City Hall. A hearing will be scheduled for you at a time a County Court Judge will determine whether a parking violation has been committed.
Please note that Pursuant to Section 316.1967, Florida Statutes, an election to request a hearing constitutes a waiver of the right to pay the penalty set forth on the citation and the County Judge may impose a fine not to exceed $100.00 ($250 for Handicap Citations), plus court costs, for a parking violation. Failure to comply with this citation within 10 days will result in an increased penalty as shown on the citation.
You may return the form in person to the Cashier in City Hall or email the form to the Finance Department.

Parking Citations
Contact the Brevard County Clerk of Courts to discuss the options available to you. The City of Cocoa Beach is no longer the holder of the citation once it is handed over to the Clerk of the Court, therefore not allowed to take payments. If you fail to appear for your hearing, a trial will be conducted in your absence. There may be a No-Show fee assessed in addition to the original fine and court costs.

Parking Citations
Citations must be contested within 10 days of the date the citations are issued. Once that period of time has expired, you lose your statutory right to contest that citation. However, there are exceptions to this rule.

Parking Citations
If you were the registered owner at the time the citation was issued, then you are responsible for the citation. If you continue to receive parking citations for this vehicle it is probably because the DMV still has your name on record as the legal owner.
In order to removed as the owner of this vehicle please visit the Department of Motor Vehicles and fill out a Release of Liability Form.
Once you have done so, you must also fill out a Declaration of Non-Ownership form, submit the documentation as listed on the form, and send it to the City of Cocoa Beach at the following address:

Have your citation on hand?
Your citation number can be found on the original citation or on the Notice of Delinquent Parking Citation Letter. Enter the citation number and then click on "Search." NOTE: When entering the citation number please exclude any leading Alpha-characters and/or zeroes at the beginning of the citation number.
If you do not have your citation number, you can instead look-up citations by vehicle license plate number. Just enter the vehicle license plate number in the field indicated, Select the License Plate State, and then click on "Search."

Parking Citations
If you just received your citation, you will not be able to pay online until it is uploaded to the parking citation system. Most citations are issued using handheld electronic ticket-writing equipment and are uploaded within just a few minutes after being issued.
Handwritten citations can take several days to be entered into the parking citation system. If your citation is not in the system, you can still send your payment by mail or pay in-person. Please make sure you include a copy of the original citation with your payment. Your payment will be processed upon receipt.
Once the citation is entered or uploaded into the system, the payment will be automatically applied to the citation and no further action will be required on your part. If you cannot locate your citation on the website and need additional information or are experiencing difficulties accessing the website, please call the City of Cocoa Beach Finance Department at 321-868-3295.

Sometimes the website may not be available for making inquiries or accepting payments. If you are unable to access the Cocoa Beach RMCPay Website it should be available within one or two hours. If you continue to experience difficulties accessing the website, please call City of Cocoa Beach Finance Department at 321-868-3221.

Once you have selected the citation(s) to be paid, follow the on-screen instructions. You will be asked for your credit card information, please be sure to review the information to confirm it is correct when prompted.
After your credit card information is validated and the payment is authorized, the payment and the associated credit card charge will be immediately applied to the citation. You will see the charge on your next credit card statement. You should print the online receipt for your records or you can receive an email receipt by providing an email address.

The Cocoa Beach RMCPay system uses industry standard security measures and assures your transaction is safe and secure. RMC employs the use of digital certificates on their website to provide a secure, encrypted connection between capable Web browsers and their Web servers.
If you are still not comfortable making your payment online you can mail your payment to the address below in the form of a check or money order. Please be sure you include the Citation number with your payment.

Parking Citations
You can appeal the citation within 10 days of the citation issue date Cocoa Beach RMCPay Website.
The information you will need for your appeal:
- You will need to attach a copy of your placard (front and back)
- Affidavit of Disabled Parking Permit Ownership Form filled out
Notarized A Parking Enforcement Team Member will review the citation for dismissal
You may also mail a copy of your placard (front and back) and completed affidavit to the below address and a Parking Enforcement Team Member will review the citation for dismissal.

If you have received a citation while using Passport Parking App, you will need to fill out an appeal on Cocoa Beach RMCPay Website. Please attach a screen shot of the payment session with zone, space, date, and time of payment. If payment is confirmed Parking Enforcement will void out the citation as a clerical error.

City of Cocoa Beach will void citations issued when a clerical error has occurred and when there is good cause shown that an error was made by citizens/visitors while paying for Passport Parking sessions. You will need to fill out an appeal on Cocoa Beach RMCPay Website.
Please provide
- A screen shot of the payment session with zone, space, date, and time of payment.
- Explain the issue in detail.
Once payment has been confirmed Parking Enforcement will void out the citation as a clerical error.
